Who is protecting the vulnerable? 6,268 Quebecers were killed by euthanasia in a single year.

And the body meant to watch over euthanasia in Quebec never sees the medical file. Ask the Government of Quebec for a moratorium, an independent review and real palliative care everywhere.

Protect the Vulnerable Petition

To the Government of Quebec

WHEREAS, Quebec now has the highest rate of euthanasia in the world, reaching 7.9% of all deaths in the province in 2024–2025;

WHEREAS, Quebec's End-of-Life Commission evaluates compliance using only the declaration form completed by the professional who committed the euthanasia, and has no access to the person's medical record; and

WHEREAS, in 2024–2025 the Commission found 19 administrations of euthanasia non-compliant with the law, including 10 in which the person was not suffering from a serious and incurable illness, and such confirmed breaches do not appear to have led to any sanction since 2015.

THEREFORE, BE IT RESOLVED, that the undersigned calls on the Government of Quebec to:

  1. declare a moratorium on euthanasia until palliative care is available everywhere in Quebec, and ensure that palliative care homes are never compelled to act against their founding principle of bringing life to the end of life by administering death instead;
  2. order an independent review of the oversight and enforcement of euthanasia in Quebec;
  3. give the Commission genuine investigative authority, including access to medical records, rather than reliance on provider self-declaration;
  4. account publicly for why confirmed breaches of the law have brought no consequences; and
  5. guarantee and fund timely access to palliative care in every region so that no Quebecer ever chooses death due to lack of care.
